In his opening remark, H.E Mao Thora, Secretary of State of Ministry of Commerce (MoC), informed the meeting’s members that Cambodia will be the host country for the 4th ACMECS Summit to be held in Phnom Penh on November 17, 2010. CCC will be the organizer for this summit. There will be 50 to 60 local delegates to be invited and the total of 300 to 400 delegates from all ACMECS countries. To run this summit successfully Moc will work closely with CCC and provide documentation support regarding ACMECS. H.E Mao Thora proposed three agenda to be discussed in the summit namely, (1) Transportation, (2) Trade and Investment Facilitation, and (3) Services and Others. He suggested the meeting’s members to provide comments and add more agendas that are beneficial to private sector in country level as well as in region level.

Since H.E Mao Thora had a tight schedule, he handed over the meeting to H.E Neak Oknha Dr. Mong Riththy, Vice-president of CCC, to chair and process the whole meeting. H.E Neak Oknha Dr. Mong Riththy said, “It is honored to host the 4th ACMECS summit. So far we go to attend the summit in other countries. Now it is a great opportunity for us to be the organizer. We need to be well prepared and organized for it is the face of our whole country.” He proposed the meeting to provide inputs for pre-summit preparation.
 
The meeting’s members suggested having more specific agendas and adding the remaining issues from previous summit, to include the 10 common projects among ACMECS countries: (1) Joint campaigns in areas of trade fairs promotion among the ACMECS Countries, (2)  Trade mission arrangement, (3) Establishment of ACMECS Business Council, (4) Establishment of one-stop-service for international trade center at the border areas of ACMECS countries, (5) Setting up single stop inspection centers at major border areas, (6) Arrangement for public-private sector meeting, (7) Encouragement of usage of local currencies for border trade transaction, (8) Implementation of account trade at major border areas, (9) Establishment of contact points to facilitate exchange of trade information, and (10) Formation of harmonized mechanism of border trade among ACMECS members. Other issues to consider are tourism and the flow of passengers and vehicles in the ACMECS countries.
 
The meeting agreed that there is a need to have a clear plan on logistic part of the summit, task organization, and documentation. In this regard, CCC will have an internal meeting among its members to synchronize the issues faced by private sector throughout the country. In the interim, MoC will help to draft ACMECS summit’s agenda and provide ACMECS-related documents to CCC by Tuesday September 14, 2010. Then CCC gives its inputs on the agenda during its internal meeting and summit the final report to Minister of Commerce for approval.
