Mr. Tariq H. Niazi, Pricipal Government and Public Management Specialist; and Mr. James Lamont, Fiscal Decentralization Advisor of Asian Development Bank (ADB) had a meeting with H.E Nguon Meng Tech, Director General of Cambodia Chamber of Commerce (CCC) on October 20, 2010 at the head office of CCC. ADB team is in the process of establishing 5 years project with the government. In this regard, they would like to study the current status of corruption in Cambodia, particularly issues faced by CCC’s members. Those issues included land concession, import and export, transportation, and the concerns raised by members during government-private sector forum.
In response, H.E Nguon Meng Tech said that corruption has been reduced a lot so far. Now, the anti-corruption law is passed and there is also an establishment of anti-corruption unit. We hope that this law will be enforced and the anti-corruption unit would perform its function well. Regarding land concession, so far CCC has never heard any complaint from its members. So it is assumed that there would be no problem. For import and export issues, the condition now is better. The duration for paper work is shortened. A lot of Special Economic Zones (SEZ) have been established throughout the country where one stop service is to apply. For transportation issue, check points along the road has been cut down to a very few number. The only check point now is at the border. Other issues faced by members have been solved during government-private sector forum. For example, tax has been exempted for agricultural materials.
